I wouldn't be surprised if Quantum was a lower branch in SPECTRE. All though, I think it would be amazing for Quantum of SPECTRE to go to war, and Bond be stuck in the middle of it.

I'd gotten the sense that QUANTUM was to be the new S.P.E.C.T.R.E. (since McClory holds the rights to the latter).
That's not an issue any more, as once Sony acquired MGM, then bought the Casino Royale property from Cloumbia, then McClory's rights, MGM/EON now controls all film rights to the James Bond franchise. They could make Blofeld/SPECTRE movies if they wanted to, and may do someday.
After Skyfall, I would like to see Bond finish off Quantum before discovering a new special executive to oppose.
