If you haven't noticed already, you can punch the guards to kill them and not fail the mission. Don't do that to Gabor or Davidov though.

I only pulled that one of once. Every time I tried that the guard turned around a shot me and I got a mission failed.

You probably accidently thought that that guard was Gabor. He has long hair, so he's easy to recognize. Davidov has red hair, but it is hard to see in the cover of darkness. Try stunning the regular guards (the soldiers and Elektra bodyguards) and punching them out.

I miss being able to fail a mission and yet keep playing it, as in GE64

The mission will end if you fail a certain objective, which I call "fatal objectives." Those are objectives that if you fail, the game cannot continue.
Still, I do not understand why "avoid alerting Gabor/Davidov" are fatal objectives. You can kill them, and the continuation of the game can continue, right?
