I sort of assumed that Leiter moved to South Florida to be closer to "the drug scene". The CIA does investigate drug running, does it not, so it would make sense that the CIA and DEA would collaborate on a case.

CIA wouldn't get involved with most drug runnings though. That's usually DEA and FBI territory. Still, I imagine the CIA would work on the occasional case. Most likely if Leiter is CIA, it was a request from the DEA. Whether they requested Leiter specifically or just asked the CIA for help, who knows?

Not necessarily. Drug money could easily be used to finance terrorist operations or even (somewhat more fancifully) espionage, and the international aspects of those things would come within the jurisdiction of the CIA, although the DEA carries out many international operations on its own. Within American borders, however, the CIA has no jurisdiction, and it would have to liaise with one of our law enforcement agencies. I imagine that this would primarily be the FBI, but it might be the DEA. I see no reason why Felix couldn't have been appointed a liaison officer to "partner" with the DEA in pursuit of a drug kingpin's operations.

I denigrate JamesBondWiki.com because it simply copies and pastes stuff from Wikipedia. Not only is that lazy but it often leads to inaccurate information.
