When James Bond, Marc Ange Draco and Tracy Di Vicenzo are on the way to Gumbold's office in Geneva, we can clearly see rain! Not only at the windows of the car, but also when Bond steps out of the car to the office!
I've got you there! But nevertheless, I agree that there hasn't been very much rain in Bond. That could do something to particular scenes; it can create a particular atmosphere. But don't use it too much, like in 'The Avengers: the movie' !!!!!!!!!!!

Although it's such a minor thing to worry about, it would be great to see some rain in a Bond film.
I think it would have been good now, to have had rain when Bond and Kerim Bey take out Krilencu...all the rain, showering down, to the extent as in The Matrix (underneath the bridge where he gets picked up by Trinity).
WOW - it'd have been great!
