I seem to remember the briefcase full of cash sinking to the bottom, yet when Mr. White has it, whilst Bond is giving Vesper mouth to mouth, he is completely dry?
He dived into the water to get the case then peeled off his wetsuit to reveal the suit underneath

There was a scene with him standing watching them, I think he already had the case then.

Well the scene was there. After Bond fails to resuscitate Vesper, the camera pulls pack to show White has been watching, and we see him leave with the briefcase.

I always assumed that referred to Gettler meeting with Vesper so that the briefcase could be handed over. If there were in fact two briefcases, one would think that this would have explicitly been shown in the movie.the name of a song from the venice sequence sais how

I dont believe there's actually a cut scene showing how he got his hands on the briefcase. It's not important to the plot though, so I never cared much about it.

There is indeed - we clearly see Mr White pick up the floating briefcase.

To my eye, he appears to be carrying the beautiful boxed set of UE DVDs in the optional briefcase. A very valuable commodity that one wouldn't want to leave lying around Venice unprotected.

Not the version I saw, it pulls up from the sinking house, Bond's there pumping Vesper's chest (and at one point cupping a feel), giving mouth to mouth, realising it's futile, then the camera pulls away from them to show Mr. White, already holding the case.
(Though I do remember, and seem to have mistaken earlier, the case floating)

There is no scene where the suitcase of money is pulled out of the water.
This is a point i have mentioned earlier, and is an unexplained occurence in the movie,
how Mr White got hold of the case!!!
