Anyone know why they chose Montenegro as the main location for CR? Is it known for its gambling or ties to organized crime, etc?

I was asking that same question after the movie (didn't get an answer).

My guess is it might have something to do with tax laws. Maybe Montenegro has the most lax (or non-existent) taxes on gambling winnings.

Well, there goes that theory. Looks like Montenegro established taxes on gambling in 2002.

Maybe they were just looking for a small rather young state which was a bit abroad.
Where the world's secret agencies haven't built up their networks, yet, which makes it plausible that there's only Mathis as a local contact and no one else. Okay, maybe Felix Leiter from the CIA, too, but "the cavalry won't drop in last minute".

Yes, and for the "uneducated", at a quick hearing it could easily be confused with Monte Carlo.

And its a damn sight cheaper to film in the former Eastern Block than the Principality of the Grimaldies.

You're just covering up for the heavy organised crime syndicate there. I mean did you get a load of that one guy sitting at one of the gambling table right before Bond tells Mathis to 'get the girl out'. Obviously a very shady character. Obviously some sort of gangster.
