Now is the time to discuss what is the most romantic moment in Bond. The only guide that I will toss out is that there is a difference between a romantic moment and a sexy moment. We will cover sexy moments later.
I will let a few people answer first, and then I will chime in with my own answer.

The other one that stands out to me is in Thunderball when Bond takes Domino on the dance floor. The woman knows she's trapped and is cautiously pouring her heart out to him despite the threatening Largo and his minions being all over the place. It shows why women love Bond and trust him, knowing he'll eventually free her.

The most romantic moment? Probably when Bond and Tracy are talking sweet nothings while snowbound in the barn in On Her Majesty’s Secret Service.
Never seen anything like it before, or since, because I don't think that sort of thing suited any of the other Bond, present one included.

Also, even though it isn't a real wedding, the wedding scene in "You Only Live Twice" is stunningly beautiful and just dripping with romance.

That's on the spot, Dr K. 'We have all the time in the world.' is by far the most romantic moment of the Bond films and books. It's sad as all get out, but a moment of true love if there ever was one.

Seriously...I knew that Tracy Bond would factor a lot into this discussion and yes, the scene in the barn is very romantic but the one that does it for me is.....
Are you ready to be shocked.....
Bond with Kira in TLD. When Bond is with her in the the fairgrounds, before Saunders is killed, it is almost as if he has forgotten everything else in the world and he is happy with the woman he is with and happy with himself. Bond and Kira are just two young folks on a date in a romantic city. It was very sweet and very real to me. And I believe it is the longest period of time where we see Bond smile and laugh.
OK...now everyone pick themselves up and keep posting!

Anyway, all the moments that struck me as being distinctly romantic have already been covered (Bond and Tracy, Bond and Kara).
