I'm trying to think of  Captain Ersatzes in the Bond films and books, ie characters clearly based on other non-Bond fictional characters.

Fu Manchu - Dr. No

Captain Nemo - Stromberg.

Hercule Poirot - Achille Aubergine in AVTAK.

Robur the Conqueror - Drax.

 

Any others?

No, but he doesn't have the same modus operandi.

The others have all other similarities per origin, plan, etc.

I've heard comparisons between Sheriff JW Pepper and the character played by Rod Steiger in In The Heat of The Night. Not really a historical archetype, though....
