In Licence to Kill, how and why did Hawkins get in touch with M behind Bond's back in order ot lure him to Hemingway House? Granted Hawkins knew Felix very well since they worked together and he was under Felix's authority, but when it came to getting off his personal vendetta, how was he able to get into contact with the British Secret Service? And why would he do it?

Bond had an appointment lined up for him and went AWOL. Which is roughly the same as missing a nuclear warhead; you just want to know where the bloody thing is.
