How do you change your profile picture? I see where it says use custom photo, but there's no upload button?

There should be one. If you go to your profile, click on "Change", which opens a box that contains all the options you need.

Click on the round selection point next to "Use a custom photo", it should bring up the file folder

That's what I'd suggest, too.

 

This is what it should look like (except for the fact that everything should be in English in your browser  ;) )

If it still doesn't work, what system, what browser do you use?

It doesn't work for me either. When I click on the "use custom photo" it does not bring up the file upload folder. I've tried it on IE, Google, and Firefox. Plus I'm on a shared computer at work.

 

Does the fact that I'm only a Sub-Lieutenant have anything to do with it?

It shouldn't have. Not sure why this happens. 

 

There's the option to post it here and I upload it for you. Size is 200x200 pixels.

Hopefully this issue will be resolved soon to allow users to change their custom profile pics on a whim. I don't expect to after having this:

Apparently this is still a problem.  I've tried several times to upload a photo and nothing happens.  I'd like my profile picture to be the gun barrel image below, centered in the square:
