I hope that just means it will be located away from the US in a single location/country, rather than have Jack globe trotting to several international locations.
24 is such a strong format because it's been strictly defined by the limitations of 'real time'. 'Globe trotting' would be seriously threaten the format's plausibility and it'd be completely undermined if he takes flights that are going to use up time -- are we gonna spend an hour or two with Jack as he watches an inflight movie?
Of course i suppose they could turn the flight into part of the action - hostage situation, or a terrorist threat etc. but it'll need to be pretty special, emphasising how Jack [ruthlessly/selflessly] deals with it as opposed to the plethora of other movie/tv characters who don't rely upon real-time story telling.
My fear is that this would feel contrived in order to provide the gimmick of Jack moving from one country to another a significant distance away (i.e England, France or Africa (perhaps Egypt/Iran) to China or Russia etc)....
