Sad news. His contribution to the Franchise is huge. His work on GoldenEye was key to the reboot of Bond in the 90s and the film remains one the best within the last 20 years.

This is indeed sad news.  Here is the most detailed link I found on his passing:

I met Mr. France at the 1994 James Bond convention in Los Angeles and he talked about GoldenEye.  He couldn't divulge many details but he was gracious and pleasant.  I remember he talked about having a fight sequence in the script inspired by the one in From Russia With Love and that he tried to think of Connery when writing the script, though initially he thought Dalton would play Bond when he wrote GoldenEye.  We had this discussion while standing next to the Aston Martin DB5 that was on display.  Now I wish I had a picture.

GoldenEye reintroduced James Bond to a new generation of fans and we should be grateful for Michael France's contribution to the 007 legacy.

So he was in his early 30s when he was doing GoldenEye?

Dear dear me.

RIP.

And to think his last credit was for 'The Fantastic Four' in 2006.

Such a big influence on the post-Cold War era for James Bond, and thankfully his passion gave us 'GoldenEye' and what came after for the series.

A big loss for the industry as he had so much more to give I reckon, taken so young.

Thank you for your golden touch on the series Michael.

RIP.

Absolutely shocked to read about the death of the man who imagined the James Bond film that hooked me up in Bondage. He'll be cried from this part of the world. RIP Michael France. :'(

GoldenEye was on French TV. A coincidence but still, very nice and still a great Bond

Very sad to hear this news. Goldeneye has always been one of my favourite Bond movies.

Gone way too soon. RIP.

Sad news indeed. I never really understood why he wasn't asked back post Goldeneye. RIP Michael - you completely re-energised Bond at the time it needed it the most!
