Ok, so I caved in and bought the book. Before I read I'm curious to know if it takes place before or after Col. Sun?

There is no reference to Colonel Sun, as Faulks probably hasn't read it or didn't consider it when writing this tribute to Fleming and his character. It does specifically mention the events of Man with the Golden Gun, Fleming's last Bond novel though - and it establishes the time frame of the book from that point.

Colonel Sun took place in 1965 and Devil May Care takes place in 1967.

In 'Devil May Care' there is also a reference to 'Double Or Die', which I thought was a nice touch to tip the hat to Charlie Higson.
