Vivendi Games owns Blizzard (World of Warcraft, Diablo, Starcraft) and Sierra Entertainment, along with Crash Bandicoot and some other licenses. Basically there's some more quality development houses in there that could make a Bond game.

You're not going to see Blizzard make a Bond game or probably anyone outside of Activision at the moment. The dev teams through 2009 are already selected anyway. I imagine Bond 23 in 2010 will be Treyarch again - unless they royally screw it up.
