Thinking about Moonraker onwards, It's probably to do with the way media has changed, in the late eighties and nineties, it would be rare to advertise a film on the radio (The latest film I can think of to have had a radio campaign was Monty Python's The Meaning of Life in 1983), and Television adverts for films seem a little cheap now, not that there's any need when you can rely on Aston Martin and Omega to do your job for you. With more emphasis on Poster Campaigns, and more importantly, Cinema Trailers, there's not so much need for Radio Campaigns anymore.
Now that doesn't quite explain From Russia With Love, but it's entirely possible that there just wasn't a radio campaign, or it may be as you suggest, they can't be traced. Unfortunately the stations with the best archives are generally public and state broadcasters such as the BBC, which wouldn't advertise anyway. Weren't there some pieces of radio material on the Thunderball second commentary? Are there any more commentaries with those type of tracks included?]
